Fairly political in nature at the outset (rivalry of the two Germanys), the West German assistance programme has been redesigned several times. A number of focal points are supported to govern the regional and sectoral pattern, but the concept is overladen by too many aspects. Substantial in volume, it is questionable whether the programme really achieved the support of the target groups. This applies particularly to lighting poverty. More recently, economic aspects have gained ground. This is true with respect to the recipient side, as well as to the donor’s interest by aid tying.
