The end of the East-West conflict has changed the international policy and the North-South relationship in a dramatic way. The Third World plays a new role in the world order after the Cold War, which does include opportunities and risks. The changes have not only important effects on development cooperation; but there are also numerous implications on other economic and political issues. This article deals with these problems mainly in the way of short theses. The purpose is to show that the new global situation has different impacts on the diverse groups of developing countries and up to now a lot of consequences can’t be appraised. Moreover the emerging new world order is established without the participation of the South.
