Periphere Integration und Desintegration in Europa: Zur Aktualität der Europäischen Dependenzschule

Abstract

In diesem Beitrag soll die Ausstrahlung des lateinamerikanischen Dependenzparadigmas auf Europa rekonstruiert werden. Die theoriegeschichtliche Analyse konzentriert sich dabei nicht auf die Rezeption der lateinamerikanischen Schule selbst, sondern im Vordergrund steht vielmehr, wie Elemente dieser Denkschule in den 1970er und 1980er Jahren auf die europäische Situation angewandt wurden. Dafür werden Forschungsnetzwerke und deren Analysen zu Kern-Peripherie-Beziehungen in Europa dargestellt. All diese Netzwerke standen dem alten Entwicklungsparadigma von manchen als von oben’ oder nach außen orientiert’ bezeichnet kritisch gegenüber. Ein neues Paradigma von unten’ sollte hingegen strategische Elemente einer selektiven Abkoppelung und der self-reliance enthalten. Der europäische Integrationsprozess spielte für viele eine wichtige Rolle in den Einschätzungen zukünftiger Entwicklung, die noch heute eine große Aktualität zu besitzen scheinen. Der Autor hält es für fruchtbar, die Forschungsagenda der Europäischen Dependenzschule” wieder aufzunehmen, zu präzisieren und an die geänderten Rahmenbedingungen anzupassen.
