In 1968 after years of negotiations the developed countries agreed on a declaration within the UNCTAT supporting developing countries by their exports-efforts. This article deals with the national realization of this aid-by-trade policy by the EU – the Generalized System of Preferences. Celebrated as a new major step in the north-south-relationships the GSP turned out to be less respectively non-effective for development aid. This can be proved on a theoretical and an empirical base and be demonstrated from a trade – as well as a development-political point of view.
